Meet Kathie Allen

Because every person deserves a fair process, grounded in facts, not assumptions. That principle guides every investigation I conduct. My role is to provide attorneys, HR professionals, and decision-makers with impartial facts they can rely on to make defensible decisions.


I am a Licensed California Private Investigator (CA PI 27033), Certified Title IX Investigator, and Certified Mediator with more than 20 years of experience in impartial investigations for public agencies, businesses, and educational institutions. My work spans complex and legally sensitive matters including harassment, discrimination, retaliation, financial misconduct, and other workplace concerns.


I have served as Whistleblower Compliance Officer at UC Irvine and as a workplace investigator for municipalities, community colleges, and private-sector clients. My approach combines investigative rigor, legal awareness, and confidentiality to ensure fair and defensible outcomes.


I hold the SHRM-SCP credential and am an active member of multiple professional and legal associations. I have presented at UCLA, UC Irvine, and other institutions on credibility assessment, investigative report writing, and detecting fraud, waste, and abuse.


Career Highlights 


  • Led investigation of sexual harassment involving a student against an athletics coach.
  • Handled retaliation claims against university health care providers. 
  • Investigated misconduct allegations involving senior university administrators.
  • Conducted a neutral fact-finding inquiry into allegations that multiple law enforcement personnel had exchanged messages containing discriminatory content based on race, ethnicity, religion, and sexual orientation.
